The Strategic Network Planning Document (it: Documento di Programmazione Strategica di Sistema – DPSS) defines the development objectives of the Port Authority; it identifies the boundaries of port areas, hinterlands, and port-city interaction areas, as well as the last-mile terrestrial connections. The DPSS for the Port of Taranto combines aspects closely related to port operations with characteristics of sustainability, and especially with the strategic dimension at the urban, territorial, and landscape levels. The goal is to make port programming and planning tools no longer rigid and disconnected from the urban, territorial, and landscape context, but adaptive to the needs of the territory, the environment, and international shipping.

The process of developing the Strategic Network Planning Document (DPSS) explicitly refers to the strategic framework (Challenges, Objectives, Strategies, Actions), re-declining it within the scope of port programming and planning: the four components are clearly recognizable in all the document’s products (report, tables, sheets, attachments); they are shared with entities and stakeholders, particularly in the document construction phases, to ensure transparency and sharing. This approach integrates the communicative and graphic aspect of the document, considered substantial and inseparable from the technical aspects. The proposal acknowledges the pivotal role of sharing moments in constructing the document. In the initial phase, internal meetings were held with various sectors aimed at self-assessment, and external meetings were held with the three primary actors in the planning process, the Municipality of Taranto, the Puglia Region, and the Ministry of Infrastructure and Transport (MIT). Building on this solid foundation of sharing and co-design of the process, two cycles of meetings were held in the subsequent phase with primary actors and stakeholders.

The acceleration of the regulatory framework towards the multidisciplinarity of port planning and programming over the last decade is fully captured by the planning process. Indeed, it does not limit itself to addressing operational themes already covered in the recently approved POT 2023-2025, but it introduces and solidifies the strategic dimension as envisaged by the new Article 5 of L. 84/94 after Constitutional Court ruling no. 6/23. The in-depth analysis of urbanistic aspects ultimately aims to promote compliance with the Territorial Landscape Plan of the Puglia Region, not only of the Strategic Network Planning Document (DPSS) and its strategic level but also of the future PRP and POT. Additionally, the territorial aspects also allow addressing the issue of coastal management, at least within the jurisdiction of the AdSP. Furthermore, the process of drafting the DPSS collects, integrates, and updates the work of the Environmental Sustainability and Planning Development Department (DEASP) as guidance and in-depth analysis on environmental issues, useful both for building actions and for the future Strategic Environmental Assessments (VAS) that PRPs will be required to undertake. Port choices and strategies will not only be shared with local primary actors but will also be synthesized in specific agreements containing common project and programmatic syntheses related to areas and/or infrastructures of shared planning interest: Co-Planning Areas.
